Explanatory Memorandum

What it is

A document accompanying a Bill that explains its purpose and provisions — called an Explanatory Statement or Note in some jurisdictions.

How to cite using AGLC 4

Explanatory memoranda are cited as legislative materials, under rule 3.7 of the AGLC 4th ed. A second-reading speech is Hansard (r 7.5.1), not an explanatory memorandum.
